Scott Benoit, Clark Builders
Scott currently serves as Director of Project Development at Clark Builders, where he leads project planning and client engagement across British Columbia and beyond. With more than two decades of experience, he has built a career around shaping spaces where lives unfold, balancing immediate project needs with a vision for long-term impact. Scott has extensive experience with integrated and progressive project delivery methods, including Integrated Project Delivery (IPD), Design-Build, and Construction Management.
In his role, he works closely with clients, consultants, and trade partners to guide proposals, preconstruction planning, value engineering, and constructability analysis. Known for his collaborative and communicative approach, Scott brings both technical expertise and genuine client engagement to every project. His passion for innovative delivery models and relationship-driven leadership makes him a trusted voice on how teams can deliver projects that are efficient, resilient, and enduring.
Tamsin Silvester, WSP
Tamsin is a Rail & Transit Program Director with 30 years’ experience in technical, professional, and engineering management roles. She is an accomplished and multi-disciplined leader and has been responsible for leading design, technical and program management for projects with a wide variety of values, procurement models, and scope of works. Tamsin is experienced in leading complex multi-discipline design teams, liaising, and coordinating between many different parties including multiple internal departments, external consultants, local municipalities, and third party stakeholders.
Tamsin is currently WSP Project Director and Design Manager for the CND$6.3B Calgary Green Line Light Rail Transit (CGL LRT), the largest LRT infrastructure project in Western Canada. In this role she is leading a >600 person multidisciplinary design team, including sub-consultants, through the Progressive Collaborative Development Phase design. Prior to CGL LRT, Tamsin’s roles included Project Manager for Additional Works for the CND$560M OnTrack Alliance Union Station Expansion Project (Commuter Rail) in Toronto where she managed a discrete portion of the works relating to a major electric utility realignment alongside the rail line, and a vehicle maintenance yard.
